Transform 66 Outside the Beltway Project

Work is underway to transform Northern Virginia’s Interstate 66 into a multimodal corridor that moves traffic and people quicker and in a more reliable way. The Virginia Department of Transportation (VDOT), in coordination with the Virginia Department of Rail and Public Transportation (DRPT), will upgrade I-66 outside the Beltway to include:

  • Three regular lanes in each direction;
  • Two express lanes in each direction from I-495 (the Capital Beltway) to Gainesville (University Boulevard);
  • New and expanded transit service and park-and-ride lots; and
  • Interchange improvements to enhance safety and reduce congestion, including auxiliary lanes between interchanges, where needed.

In late June 2016, VDOT completed its environmental study process by receiving a “Finding of No Significant Impact” (FONSI) from the Federal Highway Administration (FHWA) for the Transform 66 Outside the Beltway improvements, clearing the way for the project to move forward with design and construction. The FONSI was issued after review of VDOT’s Tier 2 Final Environmental Assessment (EA), which was carried out between July 2014 and June 2016, and studied the environmental consequences associated with multimodal transportation improvements for I-66 outside the Beltway.

Construction is anticipated to begin in 2017.

Gov. McAuliffe Announces Selection of Private Sector Team to Finance and Deliver I-66 Outside the Beltway Project in Northern Virginia

Governor McAuliffe today announced that the Commonwealth has selected Express Mobility Partners to build express lanes on I-66 Outside the Beltway, following a 16-month procurement process.
